BIS Certification Process

BIS Certification Procedure

The BIS certification process has been established more than 30 years ago. However, the process was not actually properly standardized until the Compulsory Registration Scheme (CRS) in 2013, driven by the Ministry of Electronics and Information Technology (MeitY).

Since then, the Bureau of Indian Standards (BIS) has regulated the certification processes and published almost all standards. While standardization is still in full swing and far from complete, the process has remained largely stable since 2013.


The steps to BIS certification

BIS certification, manufacturers of IT and consumer electronics can usually avoid a factory inspection. Product tests are not necessarily requested every year, but this must be determined on a case-by-case basis.

For almost all other product groups, BIS requires a factory inspection, which is usually performed a few months after application. During the factory inspection, the auditor selects test samples, which must then be sent to India for testing.

Thus the certification process for most products is this:

  1. Documentation and application submission by Authorized Indian Representative (AIR)
  2. Factory inspection by Indian auditor
  3. Provision of test samples by the AIR and execution of the tests
  4. Marking and labeling of parts with the standard or ISI marks for BIS certification

In order to avoid revisions, it is extremely important that the information on all documents is correct. There are several test laboratories in India that can perform inspection and safety testing of the parts.

What is the “Authorized Indian Representative”?

According to the provisions of the Compulsory Registration Scheme (CRS), a customs agent is required to ship test samples to India. The customs agent receives the shipment and forwards it to the BIS-accredited test laboratory.

Test laboratories are not authorized to accept data from CB reports under the relevant BIS standards for BIS.

In addition, an Authorised Indian Representative (AIR) must be appointed to submit the test reports to the relevant authority within 90 days for final assessment of your application.

The AIR must also be available for queries at all times.


How should I mark my products?

There are two markings that could be applicable to your product:
The standard marking and the ISI marking (see below).

The Standard Mark (the logo on the left above) is compulsory for certain types of electronics and IT goods, whereas the ISI mark (the logo on the right above) is mandatory for mandatory product categories such as cement, household electrical products, food products, steel materials, etc. The ISI mark is also used for several voluntary BIS certification product categories.


Do I have to certify individual components separately?

Please note that “component level parts” of a BIS mandatory “complete system” may also require BIS approval. As documentation is often inconsistent, test laboratories may have differing opinions on the exact types or applications which require mandatory certification. Conversely, if a system does not require compulsory BIS registration, its sub-system components would not require BIS type approval either when included in a “system.” However, these components may be subject to needing BIS certification as a stand-alone product. It is important that your products arrive at customs with the proper documentation to avoid problems.


What is the validity period of a BIS certificate?

The certification is valid for two years and can be renewed if there are no changes of the product or the BIS standard. The BIS certificate does not apply to a certain product model or family, but covers all products/models produced by a particular factory.


What is “BIS Surveillance”?

After the end of the BIS certification process, MeitY may ask for random sample tests and randomly assign a test lab to carry out the BIS surveillance. Normally, the factory/local representative has then 15 business days to comply with this order and coordinate the sample testing. The testing facility will then provide the report to MeitY.
