Ministry of Steel Clarifies BIS Certification Rules for Intermediate Steel Products in India

17. September 2026

India’s Ministry of Steel has issued a vital clarificatory order regarding the implementation of 151 Indian Standards to strengthen quality control and ensure a level playing field across the domestic manufacturing sector. Building upon previous regulatory frameworks, the clarification mandates that all manufacturing and import processes involving final steel goods must utilize certified input materials. Intermediate goods like Hot Rolled (HR) and Cold Rolled (CR) coils must fully comply with BIS Standards to close existing supply chain loopholes and enhance structural integrity. Intermediate steel products usually require BIS certification in order to be approved for import and sale in India.

The regulatory update addresses critical vulnerabilities regarding unfair market advantages and the potential influx of substandard imports into the region. Domestic manufacturers face strict compliance obligations, meaning that allowing uncertified intermediate inputs would penalize local producers who rely on quality-assured materials. Furthermore, with domestic steel consumption expanding rapidly, robust standardization safeguards local industries—particularly small and medium-scale enterprises—from the market destabilization associated with cheap, low-grade alternatives.

Strategic Impact on Importers, Domestic Producers, and Future Growth

The enforcement of these compliance requirements ensures that the entire steel value chain maintains high safety and quality parameters. While concerns regarding potential price shifts have been evaluated, India’s massive domestic production capacity—currently exceeding 200 million tonnes—remains fully capable of meeting local demand without undue inflationary pressure. By maintaining strict oversight over intermediate inputs, regulatory authorities aim to protect the livelihoods of millions of workers dependent on the sector.

As the country progresses toward projected steel production milestones of 300 metric tonnes by 2030 and 400 metric tonnes by 2035, alignment with rigorous standardization is essential for sustainable market expansion. Importers and international suppliers must adapt swiftly to these compliance measures to ensure seamless market entry. Further regulatory updates and certification guidelines can be accessed through official corporate compliance channels and certification resources.
