What is the PESO Certification for Pressure Vessels and Valves?

PESO (Petroleum and Explosives Safety Organisation) is the Indian regulatory authority responsible for the safety of pressure vessels used for the storage and transport of compressed gases (including cryogenic gases). The legal framework for pressure vessels is primarily based on the Static and Mobile Pressure Vessels (Unfired) Rules (SMPV(U) Rules), as well as the Gas Cylinder Rules (GCR). PESO issues manufacturing licences, design approvals and import licences for pressure equipment destined for the Indian market.

PESO certification for pressure vessels and valves is mandatory for any manufacturer, domestic or international, who wishes to supply unfired pressure vessels, gas cylinders, and their associated safety-relevant fittings and valves (e.g. safety relief valves) to India. The process involves a comprehensive factory audit, type testing, and ongoing shipment-level inspections, making it significantly more complex than the PESO approval for explosion-proof (Ex) electrical products.

Which Products are Subject to PESO Certification for Pressure Vessels and Valves?

Under the SMPV(U) Rules and the Gas Cylinder Rules, the following products require PESO certification:

  • Unfired pressure vessels for the storage or transport of compressed gases (including liquified or cryogenic gases such as LNG, liquid nitrogen, liquid oxygen)
  • Gas cylinders for compressed or liquefied gases
  • Safety-relevant valves and fittings installed directly on pressure vessels or cylinders (e.g. safety relief valves, shut-off valves).

Not all pressure equipment falls under PESO (SMPV/GCR). For instance, vessels in which steam is generated or liquids are heated by fire, combustion, or electricity. These fall under the Indian Boiler Regulations (IBR), so a key differentiator is always the purpose and design of the pressure equipment. PESO covers the storage and transport of compressed gases, while process-type or fired/heated apparatus falls under other regulatory frameworks (primarily IBR).

Unlike the PESO certification for explosion-proof products, which is typically limited to an administrative document review, the PESO certification for pressure vessels always requires a factory audit. The manufacturer must submit a comprehensive documentation package, including design calculations, manufacturing process descriptions, test and acceptance certificates, and proof of at least 10 years of manufacturing experience with global market coverage. All documents must be submitted as hard copies to the authority. Existing ASME, PED, or TPED certificates and test reports may be recognised, but PESO sometimes has additional requirements for certain documents.

After a positive document review, PESO schedules an on-site factory audit at the manufacturer’s premises. During the audit, the quality management system and also the design review takes place. If the manufacturer cannot perform all tests in-house, a Third Party Inspection Agency (TPIA) must be engaged. Please note that audit capacities at PESO are limited, which can lead to extended lead times before the audit takes place. Upon successful completion, PESO issues the manufacturing licence and design approval. For imports into India, a separate import licence is then required for each individual shipment.

It is important to note that a local Authorised Indian Representative (AIR) is required to act as the applicant. For pressure equipment, the importer must act as the AIR. The AIR must be technically qualified and trained for the relevant products and must have a contractual obligation for a minimum of 5 years with the manufacturer. The AIR can be provided through the manufacturer’s own subsidiary or sales office in India, as well as through local importers or distributors.

What documents are required for the PESO application?

The scope of required documentation for pressure equipment is extensive. The following documents are common examples, but other documentation may be requested after the application is submitted:

  • Cover letter

  • Experience documentation (min. 10 years of manufacturing experience with global market coverage, including proof of previous exports and domestic sales)

Note: All documentation must be submitted as a hard copy to the authority. An online submission via the NSWS portal was temporarily required but was discontinued at the end of 2025.

AIR (Authorised Indian Representative)

As with all PESO certifications, an Authorised Indian Representative (AIR) is required to submit the application. For pressure vessels, the importer must act as the AIR. Beyond this requirement, the AIR conditions correspond to those for explosion-proof products:

  • The AIR must be a local Indian company (manufacturer’s subsidiary, sales office, local importer, or distribution partner)
  • The AIR must be technically qualified and trained for the relevant products
  • A contractual obligation of at least 5 years between manufacturer and AIR is required

How do I know if my pressure vessel products need PESO certification?

All unfired pressure vessels for the storage or transport of compressed gases (including cryogenic gases), gas cylinders, and safety-relevant fittings/valves destined for the Indian market require PESO certification under the SMPV Rules or Gas Cylinder Rules.

How long does the PESO certification process for pressure vessels and valves take?

Typically 8–12 months. In some cases, the process can take significantly longer, especially due to limited audit capacities at PESO or when additional questions from the authority result in repeated revisions. There have also been some prolonged cases due to PESO postponing the scheduled audits.

Is a factory audit always required for pressure vessels?

Yes. Unlike explosion-proof products, a factory audit is always required for pressure vessels and valves. PESO auditors will conduct an on-site inspection of the QMS and design review.
