Change Management

Manufacturers with WPC certificates for their products must comply with the applicable Indian regulations for WPC registration compliance (regularly updated in “Gazette Notifications”). The applicant/holder of an WPC accreditation is responsible to announce any planned relevant changes by submitting the required applications and to implement changes only after approval by the Indian authorities.

Notifiable changes include the following items:

Changes made by the Indian certification authority that require certificate updates include:

It is stated in the various published WPC-regulations (laws, guidelines, notifications, etc.) that only the responsible certification body will decide if an official change application must be filed and what the corresponding consequences for the certificate holder will be.

If an already approved module gets exchanged for another already approved module, then this change only requires renewed registration with the WPC. If however, a nonapproved module is installed or the existing module is reconfigured, the entire product will need re-testing at an Indian test lab to be allowed to keep the WPC-license.

The Indian authorities constantly work on improving the requirements. As soon as a new Notification is published, all changes in certificates and new WPC certifications need to comply with the new requirements. Holders of WPC registration that are in compliance with old standards will have to apply for a change within the deadline specified by the Indian certification authority and may be required to do product re-tests according to the new regulation.

The framework of the WPC certificates is determined by the Indian Wireless Act from 1933 and “Notifications”. Notifications describe the WPC certification process, WPC approval characteristics and regulations regarding the marking of wireless devices and others. When the Indian certification authorities issue new Notifications, certificate holders are responsible to apply for a change of certificate within a certain time frame after a new Notification has been officially announced.

Valid certificates are required to comply with the most current WPC standards and Notifications. If WPC-certificate holders do not apply for a change of their certificate within the allotted timeframe, they run the risk of non-conformance and possibly even suspension or revocation of their certificate.

If you are unsure whether you have made notifiable changes on your products without informing the authorities or if you plan to implement changes and you don’t know whether you need to file a change application, contact us and we will consult with the relevant Indian institutions and get back with you regarding what you will need to do. We look forward to assisting you with any of your required certificate changes.

We can also let you know of any new WPC Notifications that apply to your product, and inform you if a certificate change will be required.
