BIS Standards – Implementations next Month – March 2026

We regularly publish advance information from the Bureau of Indian Standards (BIS) regarding upcoming Quality Control Orders. Affected products must be BIS-certified in order to be imported and sold in India. In March 2026, however, there are no substantial new QCO implementations taking practical effect. Instead, the month is characterized by a transitional regulatory situation.

The Quality Control Orders (QCOs) issued by the Bureau of Indian Standards (BIS) are mandatory regulations that ensure certain products comply with national quality standards. While BIS standards are usually voluntary, QCOs make compliance compulsory for the specified products. This is intended to protect human health, animals, and the environment, as well as to ensure product quality in India. QCOs apply to a wide range of products such as chemicals, metals, toys, and electrical goods. Violations of QCOs can result in severe penalties, including fines or imprisonment.

A central topic for March 2026 is the Safety of Household, Commercial and Similar Electrical Appliances (QCO), 2025. This regulation was originally scheduled to enter into force on 19 March 2026. It is based on the core safety standard IS 302 (Part 1):2024 / IEC 60335-1:2020, which defines the general safety requirements for electrical household appliances. In practice, certification under this framework also requires compliance with relevant product-specific standards, such as IS 302 (Part 2/xx), depending on the type of appliance (e.g. washing machines, refrigerators, vacuum cleaners).

However, this enforcement date has effectively lost its relevance. The regulation has been postponed and superseded by an updated framework, with a new enforcement timeline now set for 1 October 2026. As a result, March 2026 does not represent a meaningful compliance deadline for most market participants in this area.

At the same time, several new Quality Control Orders were notified during March 2026. Most notably, the Aluminium and Aluminium Alloy Products QCO, 2026 was published on 11 March 2026. This regulation covers a broad range of products, including raw materials, semi-finished goods, and packaging applications, and introduces mandatory BIS certification (ISI mark). Its enforcement will take place in phases, primarily starting from April 2026 and continuing thereafter.

Additional QCOs concerning specific industrial products were also announced during this period. These likewise do not enter into force in March but form part of a broader regulatory pipeline for the coming months.

Overall, March 2026 should be understood as a notification and preparation phase rather than an enforcement month. While a formal enforcement date exists for electrical appliances, it is effectively obsolete. The actual regulatory impact will materialize in the subsequent months, with a broader wave of QCO implementations expected from April 2026 onwards and further developments anticipated later in the year.
