Paper Import Monitoring System (PIMS)

The Paper Import Monitoring System (PIMS) was launched by the Directorate General of Foreign Trade (DGFT) in India in October 2022. The system comprises a digital platform introduced by the Government of India to improve transparency and efficiency in the import of paper products.

The PIMS applies to the import of a wide range of paper products covering 201 tariff lines, such as newsprint, handmade paper, coated paper, uncoated paper, litho and offset paper, sanitary paper, toilet paper, cartons, labels, etc.

However, paper products such as currency paper, bank bonds, check paper, security printing paper have been exempted from registration.

PIMS serves as a central database where importers must register and provide key information about their paper shipments prior to arrival at the port of entry. The system allows for real-time monitoring, verification of import data, and prevention of unauthorized imports.

By monitoring and verifying import data, PIMS is designed to promote transparency and reduce the risk of misreporting or fraudulent activity. This ensures fair trade practices and promotes a level playing field for all stakeholders in the paper industry.

The government has introduced PIMS as a digital platform that importers can access at any time. Compliance with the system is mandatory for all paper importers to ensure transparency, data accuracy and adherence to fair trade practices.

Importers who fail to pre-register their information/data on reported items or are found to be entering inaccurate data into the PIMS online module will face penalties, including action under the Foreign Trade Act.
