Update of regulation for PESO certification for pressure vessels

On September 2022, the certification authority PESO, responsible for the PESO certification, has issued updated regulations on modifying the carrying capacity of mobile pressure vessels. While modifying existing pressure vessels is accepted by the department under certain conditions which will be described in the following, PESO recommends that instead of modifying existing pressure vessels new pressure vessels of higher capacity should be manufactured. They reason that the influences of stress, corrosion and/or fatigue related to excessive wear & tear as well as cyclic loading could impact the safety of pressure vessels when being modified.

As per these updated regulations, manufacturers may modify the carrying capacity of their pressure vessels from 18 MT to 21 MT under the following conditions:

  1. The pressure vessel must be fabricated within the last three years, which needs to be supported by submitting the Certificate of Control for the pressure vessel.
  2. Only the OEM is eligible to carry out the modification and apply for approval.
  3. The updated design calculations, design appraisal as well as drawings need to be submitted to the authority for review.
  4. No repairs, additions, or alterations shall be undertaken without the method of execution being approved by PESO.
  5. Both the manufacturer and purchaser need to formally agree on any design modifications prior to implementation.
  6. In order to obtain the re-usability certificate, non-destructive tests need to be conducted and successfully passed.
  7. Pressure vessels that show signs of corrosion are not eligible for any kind of modification.
  8. In order to avoid wear & tear, new couplings and safety fittings must be provided for modified pressure vessels.
  9. After successful approval and implementation of the modification, a new vessel number needs to be allotted to the pressure vessel.
