Bureau of Indian Standards (BIS) staff took legal action against three water bottling plants in Pune that placed the ISI seal of approval on their products without proper certification. This followed unannounced inspections by BIS of numerous water bottling plants in and around Pune. BIS employees found three companies bottling drinking water without the appropriate license. A large number of 20-liter containers as well as 1-liter and 500-ml bottles, which also bore an illegal ISI seal of approval, were seized.
The head of the BIS office in Pune, Sanjay Kumar, told Hindustan Time that the accused companies are being prosecuted for violating the BIS Act of 2016. Further, samples were seized from the production premises and the companies were shut down. Navindra Gautam, also of BIS Pune, said the license of all three companies had expired and renewal cost the equivalent of $1,250. A sum Gautam said many companies save and instead continue producing without a license. A BIS license for drinking water bottlers is issued only after inspection of the production facility and laboratory tests and health checks of employees. According to Gautam, consuming non-certified drinking water can be dangerous and lead to health problems.
According to BIS staff, illegal water bottlers often operate as criminal networks and on the outskirts of cities where inspections are rare. Another tactic, they say, is illegally affixing the ISI seal of approval to containers or bottles to fool consumers into believing they are of a certain quality. According to BIS, every consumer water bottle must bear the ISI seal of approval and have been certified by BIS. In the Pune city area, there are only 170 BIS-certified water bottlers. The BIS advises the population to pay attention to the quality seal and to avoid illegally bottled drinking water.

With increased reports of fires and explosions of electric two-wheelers in India, the government is planning to introduce product standards for vehicle batteries as per the BIS guidelines. Initially, the standards will apply only to batteries in electric two-wheelers, but will later be extended to cars as well. This is reported by several Indian news with reference to information from the consumer protection ministry. The BIS standards for e-vehicle batteries will cover their size, connections, general specifications and minimum requirements for cell quality and capacity.
Due to the urgency of the matter, the Ministry of Consumer Protection is already in negotiations with decision makers from the battery industry to discuss the BIS guidelines. Previous investigations by the government and BIS found significant design flaws in the cells and enclosures of the batteries. The introduction of BIS standards for batteries also marks the launch of a nationwide battery replacement system, according to the government’s expert commission, NITI Aayog.
An ad-hoc committee that investigated the increasing number of fires in electric two-wheelers concluded that in almost all cases, a faulty battery was responsible. The manufacturers affected by the defects included Okinawa Autotech, Pure EV, Jitendra Electric Vehicles, Ola Electric and Boom Motors. This moved the Central Consumer Protection Agency (CCPA) under the umbrella of the Ministry of Consumer Affairs to send notices to Pure EV and Boom Motors after e-scooters of these brands exploded in April.
Batteries, therefore, will soon need BIS certification to import or market them in India. Here, a distinction is made between BIS-ISI or BIS-CRS certification, depending on the product. The Indian Ministry of Heavy Industries announced another delay of the certification for wheel rims. According to the new Automobile Wheel Rim Component (Quality Control) Amendment Order, 2022, the BIS certification requirement for wheel rims will be postponed until June 22, 2023.
The order has already been amended multiple times, most recently in March of this year.
Originally, the Bureau of Indian Standards (BIS) mandated the BIS-ISI certification requirement for September 2021. Since then, the authorities postponed the introduction of the certification obligation several times. In the beginning, vehicle manufacturers had repeatedly criticized the introduction of the certification obligation. By now, manufacturers have come to terms with the certification obligation. However, now it is the BIS that has struggled with pandemic-related delays in the certification processes.
According to the new regulations, all rims must be BIS certified and marked with the BIS ISI logo before being imported into India starting June 22, 2023.
Rims must be certified under different standards depending on their intended use. For passenger car rims, for example, the IS 9436 standard applies.
Recently, the procedural instructions and test regulations for certification were also adapted. For example, the authority has changed the grouping regulations so that more product tests are now necessary for certification.

The Telecommunications Engineering Centre (TEC) has removed five products from the list for mandatory TEC certification. These are products that would otherwise require both BIS registration and TEC certification.
At the beginning of the year TEC had just announced that mandatory certification will be extended for various products. Among them were products that were already subject to BIS registration, which led to some confusion among manufacturers. The additional certification with TEC not only means additional costs for the manufacturers, but also potentially delays the market launch of new products.
Now the Department of Telecom (DoT) and the Ministry of Electronics and Information Technology (MEITY) have reacted. In comparing the regulations, the two authorities have found that the requirements for BIS registration and TEC certification are very similar for the products in question. Therefore, they decided to waive the TEC certification in these cases. However, the products must still be BIS certified.
The innovation is intended to facilitate certification for new products and thus market access for companies in India. It is also intended to avoid import problems.
Once the official notification is issued by the ministry, the following products will no longer be required to TEC certification, but must still be BIS certified:
The change shows once again that the Indian regulatory landscape is constantly evolving. It is not always a question of extending the certification requirement. The ministries also review existing regulations and take suggestions from the business community into account.

As the health consciousness of the Indian population increases, so does the acceptance of soy products. Therefore, the governmental organization Bureau of Indian Standards (BIS) recommends manufacturers of soy products to undergo BIS quality certification and to mark their products with the ISI mark. The ISI mark has existed in India since 1955 and ensures compliance with Indian Standards (IS), which are developed by BIS, the national standards body.
A recent webinar conducted by BIS provided information on the introduction of quality standards for soy products. BIS said the use of soy is particularly popular in textured soy protein, soy milk, tofu and soy yogurt. To ensure the quality and safety of these soy products, physical, chemical and microbiological parameters and corresponding test methods have been standardized by BIS. BIS said the introduction of certification of soy products under the IS guidelines will help these foods integrate into Indian diets. Improved quality and product safety allow manufacturers to charge higher prices, but at the same time, customers receive safe food, BIS said. Specifically, BIS introduced a total of seven new standards for soy products: Full-fat soy flour, soy milk, soy beans, soy butter and soy amrakhand (yogurt preparation with mango). In addition, BIS is working to establish standards for other soy products.

The Indian standards for car tires have been revised and updated in April 2022 by the Bureau of Indian Standards(BIS) technical committee.
Since 2009 car tires have been covered by mandatory BIS-ISI certification in India. Until now, the standards IS 15633:2005 applied to passenger car tires, IS 15636:2016 to commercial vehicle tires and IS 15627 to tires for two- and three-wheelers, rickshaws and similar vehicles and small vehicles.
All three have now been updated and renamed IS 15633:2022, IS 15636:2022 and IS 15627:2022.
The new versions include the following changes:

A team of Bureau of Indian Standards (BIS) officials from Chandigarh, along with security forces, raided several companies in the Amritsar area of Punjab state. Only motor manufacturers of energy-efficient induction motors were searched. Under the current law, these motors cannot be manufactured or sold without proper certifications. According to a report in the Times of India, the focus of the search was on so-called squirrel-cage motors. This type of electric motor must meet BIS standards and carry a seal of approval. BIS staff found a total of five non-conforming motors during the search operation. BIS will now take the appropriate action against the defendants. A violation of the certification requirement and labeling of products is regulated by the Bureau of Indian Standard Act of 2016.

The Automotive Research Association of India (ARAI) has published some updates regarding new developments in the field of automotive certifications relevant for India according to AIS.
The DELTA software solution previously used for AIS certification of automotive products has been fundamentally revised and replaced by the new “CMVR Type Approval Software” (CMVR-TAS). The update increases user-friendliness and also offers an extension of the previously available features. Overall, certification projects in this area can now be supported much more efficiently by CMVR-TAS.
Due to the continued strong increase in the production of electric vehicles, the AIS 048 standard relevant to batteries has been revised. Batteries are particularly safety-relevant components in such vehicles. The new AIS standard now allows a distinction between different battery technologies, both for motor vehicles and trucks. In addition, the AIS 156 and AIS 038 standards relevant to electric cars have been updated to ensure testing of batteries at system level. Particular attention is paid to aspects such as functional safety, risk reduction and analysis and thermal safety.
Local test capacities were also expanded in some areas. These include, for example, optimised testing possibilities for grip tests as well as for roll-off noise of tyres. New simulation software for complete vehicle and component testing provides better results for front and rear axle durability analyses, whole vehicle stiffness tests and suspension subsystem analyses.
AIS stands for Automotive Industry Standards, the technical automotive standards for India, while TAC stands for Type Approval Certificate. This kind of automotive product certifiation is conducted by authorities like the International Center for Automotive Technology (iCAT).

The Ministry of New and Renewable Energy has extended the BIS certification deadline for certain products that are part of the „Solar Photovoltaics systems, Devices and Components Goods (Requirements for Compulsory Registration) Order 2017” until June 30th, 2022.

Power converters for use in Photovoltaic power systems and utility interconnected photovoltaic inverters are subject to BIS-CRS certification. Sample products have to be tested in an accredited laboratory in India before they can be exported.
