New standard TEC 13016: 2020 for wireless communication devices

Telecommunication Engineering Center (TEC) has published the standard TEC 13016: 2020 titled “Specific Absorption Rate SAR for Wireless Communication Devices used in close proximity to the human body” on the TEC website in the year 2020. TEC is the abbreviation for Telecommunication Engineering Center. TEC is the authority in India responsible for the certification for telecommunication products according to the MTCTE (Mandatory Testing Certification of Telecommunication Equipment) regulations.

The Indian Telegraph Amendment Regulations of September 5, 2017 provide that any telecommunication equipment must undergo mandatory testing and certification before sale, import or use in India.
Right now, TEC is working in the direction of updating the standard of SAR (Specific Absorption Rate) based on some of the inputs TEC might have received. A draft of the updated standard has been prepared and until mid of September comments were able to be given from the manufacturers and industry stakeholders.

For the TEC certification process product tests in India are required in the general certification scheme. If the tests are passed successfully, the authority issues the certificate at the end of the TEC certification process. The certificate is valid for ten years and can then be renewed.

TEC certification has been around many years before 2019 as a voluntary certification, but since April 2019 the certification has been mandatory and every year the Telecommunication Engineering Center (TEC) expands the certification catalog and adds more telecom products. New Amendment Regarding CSFC Testing for Vehicles

On September 2, 2022 the Ministry of Road Transport and Highways has issued a notification affecting all M and N category vehicles, excluding tippers, with a gross vehicle weight more than 3.5 tons. Starting April 1, 2023 these vehicles must be tested according to IS 11921:2022 for constant speed fuel consumption.

For these vehicles,whose components often require AIS certification and BIS certification, following passage will be added to the notification of the Government of India in the former Ministry of Shipping, Road Transport and Highways (Department of Road Transport and Highways) number S.O. 1365(E):

Constant speed fuel consumption test for all M and N category vehicles excluding tippers, with gross vehicle weight more than 3.5 tonsIS: 11921: 2020 as amended from time to time, at the constant speeds Light Motor Vehicles – 50 Km/h Medium and Heavy Motor Vehicles 40 Km/h and 60 Km/h1st April, 2023

The changes will be implemented on April 1, 2023.

New Requirements for Tyres Under IS 15636

On June 28, 2022 the Ministry of Road Transport and Highways in India has issued a notification affecting tyres falling under the Indian Standard IS 15636:2012. Besides the name change in sub rule (1) to IS 15636:2019, the notification mandates requirements of rolling resistance, wet grip and rolling sound emissions for tyres as defined in the AIS (Automotive Industry Standard )142:2019.
Tyre classes that are affected include classes C1 (passenger cars), C2 (light truck) and C3 (truck and bus), as defined in the AIS 142:2019. Numerous tire types require BIS certification in India.

The changes will be implemented on October 1, 2022 for new designs of tyres and on April 1, 2023 for existing designs.

Indian transport ministry to mandate at least six airbags in passenger cars from October

India’s Ministry of Road Transport and Highways (MoRTH) is mandating that automakers install at least six airbags in passenger cars carrying up to eight people starting in October. According to the ministry, this is to improve the safety of occupants in the event of a collision. The requirement to install the airbags was made possible by an amendment to India’s Central Motor Vehicle Rules of 1989. A Jan. 15, 2022, draft law requires all M1 category vehicles produced after Oct. 1, 2022, to be equipped with at least six airbags, two on the side, two in the door frame and two for the driver and front passenger. Minister in charge of transport Nitin Gadkari told the Economic Times of India his ministry made the installation of driver airbags mandatory as early as 2019 and for the front passenger in 2022. The new regulation with six airbags is expected to increase the safety of vehicle occupants, Gadkari said. Especially in frontal and side collisions, the additional airbags could prevent serious injuries, particularly in the rear rows of seats. Cars and their components must be certified under AIS certification guidelines in India.

By contrast, the auto industry and automotive associations, as well as consumer advocates, criticized the additional cost of the airbags. Initially, automakers tried to apply the new regulation only to larger vehicles. Minister Gadkari countered that low-income families buying small cars in particular would be exposed to a high risk of fatal injuries by such an exemption. Therefore, all vehicles, regardless of size or price range, should soon be delivered with six airbags, Gadkari confirmed. The minister informed that the additional cost of airbags in small cars would only be between the equivalent of $25 to $45, outweighing the added safety.

AIS stands for Automotive Industry Standards, the technical automotive standards for India, while TAC stands for Type Approval Certificate. This kind of automotive product certifiation is conducted by authorities like the International Center for Automotive Technology (iCAT).

Validity of new TEC certificates extended

The TEC (Telecommunication Engineering Centre) recently announced that newly issued MTCTE certificates will from now on be valid for ten years instead of only five.

MTCTE stands for “Mandatory Testing and Certification”. According to the Indian Telegraph (Amendment) Rules of 2017, telecom products are subject to mandatory certification and testing in India. The TEC certification must be completed before importation into India. Therefore, products must comply with the “Essential Requirements” regulations and imported products must undergo testing in accredited test laboratories in India.
Previously, TEC certificates were valid for five years and then had to be renewed. In a sudden official announcement on July 1st, 2022, TEC made public that new TEC certificates will be valid for ten years with immediate effect.
Manufacturers should note, however, that older certificates are still only valid for five years. The change is part of the Indian government’s Ease of Doing Business (EODB) in India Initiative. The aim of the initiative is to reduce bureaucratic hurdles and simplify regulations in order to promote international investment in the Indian economy. Against this background, the TEC has already made changes to the existing certification requirements in the past. As the Indian government continues to strive to attract foreign investors, further changes can be expected in the future.

Indian city of Delhi bans soaps and detergents that pollute the Yamuna River

The government of the Indian city of Delhi is banning the sale, storage and advertising of soaps and detergents that do not meet current BIS standards in an effort to curb pollution of the Yamuna River. The ordinance, issued by the Delhi Pollution Control Committee (DPCC), authorizes city and state agencies to comply with and monitor the regulation. The relevant departments are also asked to submit monthly reports on their activities. Failure to comply will result in penalties under the Water Prevention and Control of Pollution Act, according to the DPCC’s regulation.

The ordinance grew out of the recommendations of the National Green Tribunal (NGT) Environment Commission, which had submitted the proposal to the Delhi government that has now become law. The NGT also recommended an awareness campaign on the harmful effects of low-quality soaps and detergents. According to the DPCC, unregulated use of soaps and detergents that do not meet BIS standards has been identified as one of the causes of deteriorating water quality in the Yamuna River. There is a possibility that chemical substances that are not permitted are used in these products or during their manufacture. This harms aquatic life, water quality, and people and animals that depend on the river’s water, according to the DPCC’s decree.

BIS Certification Requirement for Safety Glass Postponed

The Indian Ministry of Commerce and Industry postponed the introduction of the BIS certification requirement for safety glass until April 01, 2023. The ministry recently made the change official with issuing the new Safety Glass (Quality Control) Amendment Order 2022.

The original Safety Glass (Quality Control) Order of 2020 entrusted the Bureau of Indian Standards (BIS) with the implementation and monitoring of BIS certification for safety glass.

Originally, the certification was to be mandatory as early as September 2020. Since then, the ministry postponed the certification requirement several times. This time, the ministry has not given a specific reason for the new delay. In the past, they simply stated that the decision was made in close consultation with BIS and in the interest of the general public.

Manufacturers should check certification obligations for their components early, as there are two different certification schemes for these in India. Components either fall under BIS ISI certification, or the Automotive Safety Standards (AIS). Both certification schemes include their own requirements regarding factory audits, certification, and marking.

BIS took action against three water bottlers in Pune who were illegally using the ISI quality mark

Bureau of Indian Standards (BIS) staff took legal action against three water bottling plants in Pune that placed the ISI seal of approval on their products without proper certification. This followed unannounced inspections by BIS of numerous water bottling plants in and around Pune. BIS employees found three companies bottling drinking water without the appropriate license. A large number of 20-liter containers as well as 1-liter and 500-ml bottles, which also bore an illegal ISI seal of approval, were seized.

The head of the BIS office in Pune, Sanjay Kumar, told Hindustan Time that the accused companies are being prosecuted for violating the BIS Act of 2016. Further, samples were seized from the production premises and the companies were shut down. Navindra Gautam, also of BIS Pune, said the license of all three companies had expired and renewal cost the equivalent of $1,250. A sum Gautam said many companies save and instead continue producing without a license. A BIS license for drinking water bottlers is issued only after inspection of the production facility and laboratory tests and health checks of employees. According to Gautam, consuming non-certified drinking water can be dangerous and lead to health problems.

According to BIS staff, illegal water bottlers often operate as criminal networks and on the outskirts of cities where inspections are rare. Another tactic, they say, is illegally affixing the ISI seal of approval to containers or bottles to fool consumers into believing they are of a certain quality. According to BIS, every consumer water bottle must bear the ISI seal of approval and have been certified by BIS. In the Pune city area, there are only 170 BIS-certified water bottlers. The BIS advises the population to pay attention to the quality seal and to avoid illegally bottled drinking water.

Indian e-vehicle manufacturers must soon adhere to BIS guidelines to avoid battery fires

With increased reports of fires and explosions of electric two-wheelers in India, the government is planning to introduce product standards for vehicle batteries as per the BIS guidelines. Initially, the standards will apply only to batteries in electric two-wheelers, but will later be extended to cars as well. This is reported by several Indian news with reference to information from the consumer protection ministry. The BIS standards for e-vehicle batteries will cover their size, connections, general specifications and minimum requirements for cell quality and capacity.

Due to the urgency of the matter, the Ministry of Consumer Protection is already in negotiations with decision makers from the battery industry to discuss the BIS guidelines. Previous investigations by the government and BIS found significant design flaws in the cells and enclosures of the batteries. The introduction of BIS standards for batteries also marks the launch of a nationwide battery replacement system, according to the government’s expert commission, NITI Aayog.

An ad-hoc committee that investigated the increasing number of fires in electric two-wheelers concluded that in almost all cases, a faulty battery was responsible. The manufacturers affected by the defects included Okinawa Autotech, Pure EV, Jitendra Electric Vehicles, Ola Electric and Boom Motors. This moved the Central Consumer Protection Agency (CCPA) under the umbrella of the Ministry of Consumer Affairs to send notices to Pure EV and Boom Motors after e-scooters of these brands exploded in April.

Batteries, therefore, will soon need BIS certification to import or market them in India. Here, a distinction is made between BIS-ISI or BIS-CRS certification, depending on the product. Mandatory BIS Certification for 46 Chemicals Will Come Into Effect

BIS has added over 60 chemical products to their list of mandatory certification materials in the last several years. The requirements for 46 of these chemical products will be coming into force between August and October of 2022.
