BIS took action against three water bottlers in Pune who were illegally using the ISI quality mark

Bureau of Indian Standards (BIS) staff took legal action against three water bottling plants in Pune that placed the ISI seal of approval on their products without proper certification. This followed unannounced inspections by BIS of numerous water bottling plants in and around Pune. BIS employees found three companies bottling drinking water without the appropriate license. A large number of 20-liter containers as well as 1-liter and 500-ml bottles, which also bore an illegal ISI seal of approval, were seized.

The head of the BIS office in Pune, Sanjay Kumar, told Hindustan Time that the accused companies are being prosecuted for violating the BIS Act of 2016. Further, samples were seized from the production premises and the companies were shut down. Navindra Gautam, also of BIS Pune, said the license of all three companies had expired and renewal cost the equivalent of $1,250. A sum Gautam said many companies save and instead continue producing without a license. A BIS license for drinking water bottlers is issued only after inspection of the production facility and laboratory tests and health checks of employees. According to Gautam, consuming non-certified drinking water can be dangerous and lead to health problems.

According to BIS staff, illegal water bottlers often operate as criminal networks and on the outskirts of cities where inspections are rare. Another tactic, they say, is illegally affixing the ISI seal of approval to containers or bottles to fool consumers into believing they are of a certain quality. According to BIS, every consumer water bottle must bear the ISI seal of approval and have been certified by BIS. In the Pune city area, there are only 170 BIS-certified water bottlers. The BIS advises the population to pay attention to the quality seal and to avoid illegally bottled drinking water.

Indian e-vehicle manufacturers must soon adhere to BIS guidelines to avoid battery fires

With increased reports of fires and explosions of electric two-wheelers in India, the government is planning to introduce product standards for vehicle batteries as per the BIS guidelines. Initially, the standards will apply only to batteries in electric two-wheelers, but will later be extended to cars as well. This is reported by several Indian news with reference to information from the consumer protection ministry. The BIS standards for e-vehicle batteries will cover their size, connections, general specifications and minimum requirements for cell quality and capacity.

Due to the urgency of the matter, the Ministry of Consumer Protection is already in negotiations with decision makers from the battery industry to discuss the BIS guidelines. Previous investigations by the government and BIS found significant design flaws in the cells and enclosures of the batteries. The introduction of BIS standards for batteries also marks the launch of a nationwide battery replacement system, according to the government’s expert commission, NITI Aayog.

An ad-hoc committee that investigated the increasing number of fires in electric two-wheelers concluded that in almost all cases, a faulty battery was responsible. The manufacturers affected by the defects included Okinawa Autotech, Pure EV, Jitendra Electric Vehicles, Ola Electric and Boom Motors. This moved the Central Consumer Protection Agency (CCPA) under the umbrella of the Ministry of Consumer Affairs to send notices to Pure EV and Boom Motors after e-scooters of these brands exploded in April.

Lamborghini sees huge opportunities for growth in India – number of super-rich on the rise

Italian supercar manufacturer Automobili Lamborghini sees enormous potential for growth in India due to the increasing number of super-rich individuals and their purchasing power. The company, represented by chairman and CEO Stephan Winkelmann, reported a new record sales figure of 69 vehicles in India last year. This represents an increase of 86 percent over the previous year. Lamborghini is also considering introducing hybrid vehicles in India as part of its global strategy to electrify its fleet. Winkelmann told Business Today India that he sees tremendous growth potential in India because of the wealth of potential customers. Winkelmann added that the company will closely monitor this development and try to continue last year’s record growth. Cars and their components must be certified in India according to AIS guidelines. AIS stands for Automotive Industry Standards, the technical automotive standards for India.

In a conversation, Winkelmann gives further details about the Indian market: “The number of super-rich individuals in the country is steadily increasing, and in some cases the second generation is already our target group, with a younger average age than in other countries.” Based on last year’s good results and demographic trends in the Indian market, Winkelmann expects demand to increase in the coming years.
Lamborghini has already announced plans for the electrification of its sports cars for the global market. Initially, hybrid vehicles are to appear in the near future, followed by fully electric vehicles from 2025.

Winkelmann was unable to give an exact date for a market launch in India for hybrid vehicles, however. This depends on many external factors and affects each individual market equally, not just India, Winkelmann added. Regarding the Indian government’s guidelines to favor EVs over hybrids, Winkelmann said, “There are other markets, with other laws. We will make a compromise between the government’s guidelines and our customers’ demand.” At the moment, Winkelmann doesn’t see an urgent need for action to introduce all-electric Lamborghini models anyway, “I don’t think our customers would welcome the move to all-EV cars.”

Shipments of smartphones to increase in second quarter of 2022

Smartphone and car availability will improve as semiconductor shortages decline in the second quarter of 2022, according to chipmakers. While semiconductors for smartphones are expected to ease as early as the coming months, it will take until the end of the year for the automotive sector to have enough components. “The pandemic impressively showed us how important connectivity is for workplaces,” Rajen Vagadia, president of Qualcomm India, told the Economic Times of India. He relates his statement to the high demand of cameras, audio devices, smartphones and laptops, which have troubled the industry. Smartphones and components in most cases require BIS certification as well as TEC approval to be approved for the Indian market.

As chipmakers are currently revising their production schedules, optimizing capacity and investing in new equipment, semiconductor availability will improve this year. This applies to electronic devices and automotive manufacturers. Nevertheless, rating agency ICRA expects Indian automakers to lose 500,000 vehicles in fiscal year 2022 due to a lack of computer chips. The improved supply situation will allow automakers to equip vehicles with new features of the 5G network, which will be launched in India in fiscal 2023. “With the launch of 4G in the past, audio streaming became possible and vehicles had identical features as smartphones,” Qualcomm’s Vagadia said. “With the introduction of 5G, the connectivity of vehicles will increase further and the demand for computer chips will increase.”

The Indian semiconductor industry expects chip demand to quadruple to $100 billion by 2025 with the advent of IoT technology and the 5G network. Vagadia spoke positively about the government’s PLI incentive program for semiconductor and display manufacturers. Qualcomm Technologies is extremely optimistic about growth opportunities in India, Vagadia said. In addition to customers in the telecommunications industry, the company’s automotive business also saw growth last year. Qualcomm employs about 12,000 people in India, making it its largest location besides its headquarters in San Diego, California. The company is currently developing intelligent cockpit solutions for vehicles that automakers can benefit from due to customization. India sees around 75 percent growth in TWS headphone market segment

The market for TWS headphones and earphones has seen above-average growth in India in recent years. For example, 2021 sales increased 74.7 percent year-over-year to a total of more than 20 million units. Reasons for the increase included stronger demand due to the pandemic, as well as new launches and discounts from manufacturers. Affordability, availability and appealing design are key criteria for consumers to purchase TWS headphones, according to Ekta Mittal, market analyst at IDC India. She added that consumers are increasingly switching from wired to cordless headphones as they now offer better sound, longer battery life and greater convenience. WPC certification is necessary for wireless products in order to be used and sold in India.

According to IDC market researchers, Indian companies have a market share of over 65 percent in TWS headphones. The “Boat” brand leads the way with a 40 percent market share. The average price of TWS headphones fell to $33, while about 90 percent of the models on offer can be had for under $47. In addition to the market leader Boat, customers are also interested in new brands such as “Nothing” and Google’s devices.

The national broadcasting authority WPC (Wireless Planning & Coordination) is responsible for this certification, in order to regulate the issuing of issuing of amateur radio licenses and the allocation and monitoring of the frequency spectrum.

Five Products Removed from the TEC Certification List

The Telecommunications Engineering Centre (TEC) has removed five products from the list for mandatory TEC certification. These are products that would otherwise require both BIS registration and TEC certification.

At the beginning of the year TEC had just announced that mandatory certification will be extended for various products. Among them were products that were already subject to BIS registration, which led to some confusion among manufacturers. The additional certification with TEC not only means additional costs for the manufacturers, but also potentially delays the market launch of new products.
Now the Department of Telecom (DoT) and the Ministry of Electronics and Information Technology (MEITY) have reacted. In comparing the regulations, the two authorities have found that the requirements for BIS registration and TEC certification are very similar for the products in question. Therefore, they decided to waive the TEC certification in these cases. However, the products must still be BIS certified.
The innovation is intended to facilitate certification for new products and thus market access for companies in India. It is also intended to avoid import problems.
Once the official notification is issued by the ministry, the following products will no longer be required to TEC certification, but must still be BIS certified:

Updates on Indian Standards for Tires

The Indian standards for car tires have been revised and updated in April 2022 by the Bureau of Indian Standards(BIS) technical committee.
Since 2009 car tires have been covered by mandatory BIS-ISI certification in India. Until now, the standards IS 15633:2005 applied to passenger car tires, IS 15636:2016 to commercial vehicle tires and IS 15627 to tires for two- and three-wheelers, rickshaws and similar vehicles and small vehicles.
 

 
All three have now been updated and renamed IS 15633:2022, IS 15636:2022 and IS 15627:2022.
The new versions include the following changes:

IS 15633: 2022Pneumatic Tyres for Passenger Car Vehicles — Diagonal and Radial Ply — Specification
– 3.3.4 The definition of reinforced tires has been reformulated: – 3.17. the designation tire size was extended – 3.20. another definition was added – 4.1.1.3. the design methods were specified more precisely. – 4.1.3.1. tire width limits were specified. – Marking requirements have been specified – 6.3. there are new requirements for testing tires with other nominal values than those listed in Annex C of the standard – 6.2.5.2: the material is now also decisive for the classification of the tire type. – the requirement of two-year quality control checks in production has been deleted without replacement. – the rules of marking with the standard logo of BIS have a different legal basis (no real change). – – Annex C 4.1.1 Test method for reinforced pneumatic tires has been changed to Annex B – Annex F 4.4.1 Procedure for bead acceptance test has now become Annex E 4.4

BIS raids production facilities of motor manufacturers

A team of Bureau of Indian Standards (BIS) officials from Chandigarh, along with security forces, raided several companies in the Amritsar area of Punjab state. Only motor manufacturers of energy-efficient induction motors were searched. Under the current law, these motors cannot be manufactured or sold without proper certifications. According to a report in the Times of India, the focus of the search was on so-called squirrel-cage motors. This type of electric motor must meet BIS standards and carry a seal of approval. BIS staff found a total of five non-conforming motors during the search operation. BIS will now take the appropriate action against the defendants. A violation of the certification requirement and labeling of products is regulated by the Bureau of Indian Standard Act of 2016.

Indian government asks ONGC to name privatization options

The Indian government is asking state giant ONGC to name business areas for privatization. This is to increase oil and gas production, according to Oil Ministry Secretary Tarun Kapoor. Kapoor’s comments came days after his ministry’s second-highest-ranking official announced that the state-owned Oil and Natural Gas Corporation (ONGC) would be asked to sell 60 percent of its shares to foreign companies. In addition, control of India’s largest oil and gas fields, “Mumbai High” and “Bassein,” allegedly will be handed over to foreign operators. Most equipment, plants and facilities used in this area must undergo mandatory PESO certification.

In October 2017, the oil ministry’s technical department had quantified 15 operating oil fields with a total reserve of 791.2 million tons of crude oil and 333.46 billion cubic meters of gas. These were originally to be handed over to private companies in the hope of increasing production volumes and yields. A year later, 149 more small or marginal ONGC fields were to be given to private and foreign companies, while the state-owned company would focus on the large fields.

The plan went to the Cabinet, which decided on Feb. 19, 2019, to put 64 of ONGC’s smaller fields out to tender. However, there was only a lukewarm response to that tender, it said, and ONGC was allowed to keep 49 fields on the condition that their performance be closely monitored for three years. Two years have already passed since the cabinet decision, but so far ONGC has not initiated the process for acquisitions, it said.

India is 85 percent dependent on imported oil, and one way to reduce that dependence is to increase domestic production. Kapoor expects that if more foreign experts and private companies are involved in India’s oil production, the overall output and efficiency of the plants will increase. Therefore, he said, ONGC should identify business areas where private and foreign companies and experts can contribute their experience. This could range from technical cooperation to the acquisition of partially developed and undiscovered fields by private companies, he said. The private sector could also be involved in increasing production from fields that have already been developed, Kapoor suggested.

New CMVR–Type Approval Software (CMVR-TAS) by ARAI

The Automotive Research Association of India (ARAI) has published some updates regarding new developments in the field of automotive certifications relevant for India according to AIS.

The DELTA software solution previously used for AIS certification of automotive products has been fundamentally revised and replaced by the new “CMVR Type Approval Software” (CMVR-TAS). The update increases user-friendliness and also offers an extension of the previously available features. Overall, certification projects in this area can now be supported much more efficiently by CMVR-TAS.
Due to the continued strong increase in the production of electric vehicles, the AIS 048 standard relevant to batteries has been revised. Batteries are particularly safety-relevant components in such vehicles. The new AIS standard now allows a distinction between different battery technologies, both for motor vehicles and trucks. In addition, the AIS 156 and AIS 038 standards relevant to electric cars have been updated to ensure testing of batteries at system level. Particular attention is paid to aspects such as functional safety, risk reduction and analysis and thermal safety.
Local test capacities were also expanded in some areas. These include, for example, optimised testing possibilities for grip tests as well as for roll-off noise of tyres. New simulation software for complete vehicle and component testing provides better results for front and rear axle durability analyses, whole vehicle stiffness tests and suspension subsystem analyses.
AIS stands for Automotive Industry Standards, the technical automotive standards for India, while TAC stands for Type Approval Certificate. This kind of automotive product certifiation is conducted by authorities like the International Center for Automotive Technology (iCAT).
