TEC extends Certification Deadlines for Telecom and Networking Equipment

The mandatory certification date for five telecom and networking equipment products under Phase-III, IV, and V of the MTCTE regime has been extended. This modification applies to previous notifications regarding the testing and certification of these products. Specifically, the certification deadline for the Smart Electricity Meter (Phase III) is now October 1, 2024, while other products such as Satellite Communication Equipment (Phase IV), Base Station for Cellular Network for 5G, Hypervisor, and IP Terminal (all Phase V) also have adjusted timelines. Telecom and networking equipment usually require TEC certification in order to be approved for import and sale in India.

Additionally, the deadline for accepting test reports from labs accredited by ILAC signatories, excluding those from border-sharing countries, has been extended by two months for five products under Phase-III, IV, and V. These products include the Base Station for Cellular Network (up to 4G) with a new acceptance date of September 30, 2024, and other items such as SIM, VHF UHF Radio Equipment System (Phase IV), Base Station for Cellular Network for 5G, and E-band Fixed Radio Relay Systems (Phase V). The relevant technical parameters for these products will adhere to the extended timeline.

Extension Order for Steel Wires or Strands, Nylon or Wire Ropes, and Wire Mesh

The Department for Promotion of Industry and Internal Trade (DPIIT) has released a new notification pertaining to products classified under Steel Wires or Strands, Nylon or Wire Ropes, and Wire Mesh. As per the Indian IS norms, BIS certification is mandatory for these products to be exported and distributed in India. The notification, titled the Steel Wires or Strands, Nylon or Wire Ropes, and Wire Mesh (Quality Control) Order, 2024, stipulates that the following Indian Standards must be adhered to for these products.

DPIIT Mandates ISI Mark on Precision Roller and Bush Chains

Late 2023, the Department of Promotion of Industry and Internal Trade (DPIIT) issued an important order requiring the ISI Mark on Precision Roller and Bush Chains, along with attachments and associated chain sprockets. This mandate will take full effect on March 25, 2024.

For Small and Micro Enterprises (SMEs), the implementation dates are staggered:

Micro Enterprises: September 25, 2024

Amendment to the Quality Control Order for Aluminium and Aluminium Alloy Products

The Ministry of Commerce and Industry has issued the “Aluminium and Aluminium Alloy Products (Quality Control) Amendment Order, 2024,” which will take effect on September 26, 2024. This amendment requires aluminium and aluminium alloy products within its scope to meet Indian Standard specifications and carry the ISI Mark. This is obtainable through licensing from the Bureau of Indian Standards under Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

As with other products which fall under one of the various Indian certification schemes, the main objective is to maintain quality standards for products being sold and used on the Indian market.

Small enterprises are exempt from these requirements until December 26, 2024, and micro enterprises until March 26, 2025, as per the Micro, Small, and Medium Enterprises Development Act, 2006.

The Bureau of Indian Standards has published an updated version of the FAQ on the Quality Control Order (QCO) for Footwear products for 2024. Many footwear products usually require BIS certification to be approved for import and use in India.

Designated Products reclassified into GCS and SCS Categories

The Telecommunications Engineering Centre (TEC) has updated its categorization for certain telecom products under the Mandatory Testing & Certification of Telecom Equipment (MTCTE) framework to streamline business processes. Effective January 1, 2024, various notified products will now be classified under either the Generalized Certificate Scheme (GCS) or the Simplified Certification Scheme (SCS). The newly defined GCS categories include a range of equipment such as cellular network base stations, including those for 5G, various radio systems (HF, VHF/UHF, mobile radio trunking), and satellite communication equipment among others. Telecommunication products usually require TEC certification to be approved for import and sale on the Indian market.

Additionally, 49 other product categories have been shifted to the SCS category. For applications processed under MTCTE, only administrative fees will apply regardless of whether the product falls under GCS or SCS. The procedures and additional terms for submitting applications remain the same.

BIS Certification for Copper Products

The Indian Ministry of Mines, together with the Department for Promotion of Industry and Internal Trade (DPIIT), has recently mandated BIS ISI Certification for copper products through a new quality control order (QCO). This directive aligns with efforts to ensure that copper products meet the stringent safety and quality standards outlined in the applicable Indian standards.

This QCO will take effect from 19th October 2024. The rollout date for small enterprises is 19th January 2025, for micro enterprises 19th April 2025. It specifically targets the enhancement of the quality of copper products. The initiative not only aims to elevate product standards but also seeks to foster trust between industries and consumers. By setting a clear framework for compliance, the QCO serves as a crucial tool in reinforcing the integrity of copper products circulating in the Indian market.

Manufacturers of copper products must secure the BIS License in accordance with the stipulations of the QCO prior to its effective date. This move underscores the government’s commitment to consumer safety and the promotion of high industry standards. The regulation is poised to have significant implications for manufacturing processes, compliance strategies, and market dynamics within the copper industry.

Extension in Mandatory Certification of certain Products in MTCTE

A new notification by the Department of Telecommunications of the Government of India (published April 1, 2024) announces changes to the testing and certification schedules for certain telecom and networking equipment as part of the MTCTE (Mandatory Testing & Certification Of Telecommunication Equipment) regime’s Phase-III and IV. Telecommunication Equipment and related products require TEC Certification in order to be approved for import and use on the Indian market.

Specifically, the mandatory certification date for 10 out of 44 products is extended by four months, from April 1, 2024, to August 1, 2024, with a detailed list of these products provided here:

New QCO makes BIS mandatory for Hinges

The Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry, has enacted a Quality Control Order (QCO) covering various types of hinges. This order mandates compliance with the relevant Indian standard specifications to uphold product quality, making BIS Certification mandatory for this product category.

The implementation of this QCO aims to enhance the quality of the products and foster trust between the industry participants and consumers.

Under the stipulations of the Hinges Quality Control Order, manufacturers subjected to this QCO are required to obtain the BIS License prior to the QCO’s enforcement date.
