BIS has issued a notice under Scheme-I (ISI) through the Quality Control Order (QCO) that the application of IS 1293:2005 will continue until October 23, 2023. After October 23, 2023, the 2005 version will be withdrawn and IS 1293:2019 will come into force. The standards are relevant for BIS certification under the BIS ISI Scheme.

This standard was revised in 2019 and published as IS 1293:2019. Currently, both versions, 2005 and 2019 of IS 1293 are valid. They will remain valid until October 23, 2023, after which the 2005 version will be withdrawn, and the 2019 version will remain in force.
This document provides an indicative list for the coverage of connector types in the scope of IS 1293:2005 and IS 1293:2019 for the information of various stakeholders.

It is also noted that there will be no further extension of the parallel validity of IS 1293:2005 and IS 1293:2019 after October 23, 2023.
All licensees are hereby informed to take necessary steps to ensure the implementation of the revised IS 1293:2019 within the time norms and to ensure that after October 23, 2023, the varieties which are not included in IS 1293:2019 are no longer available from the licensees and/or their dealers.

In partial amendment to Notification No. 5-2/2021-TEC/TEC/131 dated June 13, 2022 relating to testing and certification of telecom equipment under Phase III and Phase IV of the MTCTE Scheme, as provided in the Indian Telegraph (Amendment) Rules 2017, several amendments have been made. Telecom equipment generally requires TEC certification to be approved for import and distribution in India.

Derby shoes will be required to have BIS certification starting July 1, 2023, according to the Leather and Other Materials (Quality Control) Order, 2022, based on the Standard IS 17043:2018.

Due to the ambiguity surrounding the term “Derby shoes,” there have been inquiries from stakeholders seeking clarification on whether the standard and quality control order (CQO) apply to all civilian shoes designed in the derby style, or those intended for use by the armed forces/police personnel, or both.
The clarification provided states that at present, the scope of IS 17043:2018 and the Leather and Other Materials (Quality Control) Order, 2022, only applies to Derby Shoes designated for use by the armed forces/police forces. Consequently, these specific derby shoes will be governed by the mentioned QCO, while civilian-use derby shoes are currently not subject to its application.

The Ministry of Road Transport & Highways recently released data showcasing a significant uptick in electric vehicle (EV) registrations. From a modest 130,254 EVs in 2018, the numbers have skyrocketed to 847,439 by 2023, indicating a growing preference for sustainable transportation. EVs and EV-specific components can be subject to AIS-certification, BIS-certification, and Battery Waste Management regulations in India.

To support this momentum, the government has been proactive and launched the “Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in India” (FAME India) Scheme. The FAME India Scheme emphasizes the electrification of public and shared transportation. Moreover, the Production Linked Incentive (PLI) scheme was established to financially back the EV sector and make these vehicles more accessible to the public.
Further sweetening the deal for potential EV owners, the government has granted battery-operated vehicles permit exemptions and has waived off their registration fees, making the transition to green transportation even more appealing.

A general exemption for the test parameters listed below relating to the essential requirements of amplifiers for mobile network products notified under the Mandatory Testing and Certification of Telecom Equipment (MTCTE) is granted till June 30, 2023 or further orders. Mobile network products usually require TEC certification or also WPC certification to be approved for import and distribution in India.

As part of the mandatory BIS certification forfootwear starting in July 2023, the Bureau of Indian Standards (BIS) answered a number of frequently asked questions regarding the new QCO (Quality Control Order) also published in July of 2023.

BIS publishes a Quality Control Order (QCO) for all products requiring certification. After this publication the BIS-ISI certification ofthose products will be mandatory. After the QCO comes into effect, none of the affected products may be imported into India without first successfully completing the certification process.

The implementation deadline for BIS-ISI certification to IS 15490:2017, which relates to “Seamless Steel Cylinders for On-Board Storage of Compressed Natural Gas as a Fuel for Automotive Vehicles”, has been extended. The deadline for compliance with the amendment, originally set for June 2, 2023, is now June 2, 2024. This deadline extension for the BIS certification is due to requests from manufacturers and users.

In June 2021, Amendment No. 1 was published together with guidelines for its implementation. While the extension allows additional time for implementation, all relevant organizations are encouraged to promptly notify licensees and applicants and ensure that Amendment No. 1 is fully implemented within the new deadline.
Despite the extension, it is important to note that the other provisions and instructions contained in Circular No. CMD-III/16: IS 15490, issued on 7 July 2021, remain unchanged. Manufacturers and users should therefore continue to adhere to the existing guidelines and requirements of the circular.

On July 17, 2023, the MPR team gathered for their annual summer event, which this time took the form of a triathlon with sporting events and cognitive challenges in the beautiful town of Kelkheim, Hessen.

The day kicked off with an archery competition, which raised the team’s performance to a new level in a very short time.
The participants then embarked on the first stage of a hike through the countryside, which led to the high ropes course in the forest. Dizzying heights and a variety of difficulty levels kept the adventurers on their toes providing fun and thrills.
The day was rounded off with a delicious dinner in the idyllic beer garden of the Gimbacher Hof in the Vordertaunus region, where the colleagues were able to reflect on the day in a relaxed atmosphere and indulge their taste buds.
A heartfelt thank you for the organizers and the entire MPR team for making this company outing an unforgettable event.
Under BIS certification electronic and IT products and audio/video equipment were previously covered by the standards IS 13252-1 and IS 616 respectively. BIS has proposed to combine these two standards under one base standard IS/IEC 62386-1. This change has already been made in most countries around the world, where IEC/EN 62368 is the recognized standard.

BIS (Bureau of Indian Standards) plans to publish IS/IEC 62368 version 4.0 in July or August 2023. After publication, the Ministry of Electronics and Information Technology (MeitY) will hold consultations with stakeholders for the implementation of the standard in India.
To facilitate compliance with this change, BIS has proposed a two-year period for both IS/IEC 62368-1 and the existing standards (IS 13252-1 and IS 616). During this period, manufacturers and stakeholders will be expected to comply with both standards.
BIS will provide guidance for implementation once the standard is published.

In its latest announcement from February 27, 2023, the Telecom Engineering Centre (TEC), which issues the eponymous TEC certification in India, has designated two new product categories for mandatory security testing. As a result, from July 1, 2023, security tests conducted under the MTCTE framework will become mandatory for the “Wi-Fi CPE” and “IP Router” product categories. This means that certification applications submitted after the effective date must include test reports that comply with the security parameters specified in the corresponding ITSARs (Indian Telecom Security Assurance Requirements) as well as other parameters listed in the Essential Requirements (ER) for these products.

It is crucial that companies that have submitted or received certification approvals before July 1, 2023 must also take steps to comply with the new safety requirements. They will need to apply for the conversion of their existing MTCTE certificates to ensure alignment with the updated security standards. To simplify this process and facilitate integration, the MTCTE portal will introduce a convenient “Certificate Change” option.
The introduction of these security tests underlines TEC’s commitment to improving the security and reliability of telecommunications equipment, particularly in the area of Wi-Fi CPE and IP router devices. By setting stringent security parameters and providing a standardised framework for testing, TEC aims to strengthen the overall security infrastructure of these important product categories in the telecommunications industry.
TEC certification has been around many years before 2019 as a voluntary certification, but since April 2019 the certification has been mandatory and every year the Telecommunication Engineering Center (TEC) expands the certification catalog and adds more telecom products.
