AIR – Authorized Indian Representative

All Indian certifications require an AIR Authorized Indian Representative as local representative to submit and manage the application for certification and to be available to answer questions.

The tasks of the AIR generally include:

The AIR can be provided by a branch office, by a wholesaler / importer, and in many cases also by the certification partner. For each certification, however, the concrete requirements, especially with regard to technical qualifications, differ enormously.

What authorities are there in India?

Most of the authorities responsible for certification in India were originally departments within the ministries, but as they grew, they were eventually outsourced. Most of the spin-offs happened in the last 10 years and most certifications have been and still are regulated.

In addition to these authorities, there are many others responsible for ever smaller niches. Although in theory the individual authorities are responsible for publishing their standards, in most cases this work is done by the more central BIS.

For this reason, and in order to bring more structure to standardization, the Indian government is planning to place more and more competencies with the BIS (see https://certification-india.com/en/unification-of-certification-standards-in-india/). However, it is not yet clear when this will happen, as time frames in India are often not final and important decisions are often delayed.

What does “BIS” in BIS Certification stand for?

BIS stands for “Bureau of Indian Standards” and emerged in 1986 from the “Indian Standards Institution” (ISI). The ISI had been in existence since 1947 and was the responsible agency for certifying production quality in India, but had limited authority in writing and enforcing standards. In order to strengthen the ISI in its function, it was therefore elevated to the status of “Bureau of Indian Standards” (BIS) in 1986 and from then on was also responsible for the formulation of standards.

What is the BIS?

Since the Bureau has also been responsible for the drafting of various Indian standards, its powers and responsibilities have been steadily increasing. In addition to its own IS Standards (“IS”, literally “Indian Standard”), the BIS also drafts the standards of the CDSCO (Central Drugs Standard Control Organization, responsible for the approval of all medical products and pharmaceuticals).

According to a statement by the Indian Minister of Food Supply Ram Vilas Paswan in September 2019 (see also https://certification-india.com/vereinheitlichung-der-zertifizierungsstandards-in-indien-a-6511/), the BIS is to unite all certifications in India over time so that there are no more overlapping certifications. Currently, there may still be multiple certifications for many product groups, e.g. BIS for electronics, WPC for a wireless module, and TEC because the product is used in telecommunications.

What is the BIS and its BIS approval currently responsible for in India?

In addition to drafting and publishing standards, the BIS is also a full certification authority. The process of BIS approval for import in India includes several separately administered certification regimes with different areas of application:

What does CMVR Certification stand for?

The Central Motor Vehicle Rules, notified by the Government of India, were published in 1989 by the Ministry of Road Transport, Highways & Shipping (MoRTH&S). The CMVR govern vehicle-related activities in India such as driver licensing, traffic inspections, production and maintenance of motor vehicles, as well as licensing of automotive components and entire vehicles.

Who contributes most to the standards for CMVR certifications?

The authorities BIS and AIS publish the standards for the CMVR certification. Before a new Central Motor Vehicle Rules standard comes into effect, the draft is first made available to the public in order to give representatives of the economy and the population the opportunity to make suggestions for changes. In addition, the ministry has created three commissions, each of which maintains contact with industry and commerce in order to involve as many stakeholders as possible.

These three committees are the CMVR Technical Standing Committee (CMVR-TSC), the Standing Committee on Implementation of Emission Legislation (SCOE), and the Automotive Industry Standards Committee (AISC). These committees include representatives from various ministries (including the Ministry of Heavy Industries & Public Enterprises (MoHI&PE), MoRT&H, Bureau of Indian Standards (BIS)), government agencies (including Automotive Research Association of India (ARAI), Vehicle Research Development & Establishment (VRDE), Central Institute of Road Transport (CIRT)), and industries (e.g. Society of Indian Automobile Manufacturers (SIAM), Automotive Component Manufacturers Association (ACMA), Tractor Manufacturers Association (TMA)).

What functions do the commissions and committees have regarding the Central Motor Vehicle Rules?

With the help of these various actors, technically meaningful rules can be created, helpful international standards can be taken into account, and appropriate points of time can be defined for the rules to come into effect.

CRS (Compulsive Registration Scheme) – BIS Registration

The Compulsory Registration Scheme is part of the Indian BIS certification. Within the BIS CRS India registration for India there are two different “plans” or modes: ISI and CRS. CRS differs from ISI in that no factory inspection by Indian auditors is required. This means that CRS certification is of course much faster and cheaper than the more cumbersome ISI certification.

What are the process steps for the BIS CRS registration for export to India?

Products to be certified must still be tested in India and the process must be registered by an AIR Authorized Indian Representative, a representative in India.

Since only registration and testing is required, the process can be completed within a few weeks to a few months. It is nevertheless important to note that when registering, it is important to ensure that all components are listed correctly, as e.g. external power supplies often fall under a different CRS certification.

Which products fall under the Indian CRS mode of BIS registration?

The products covered by this plan are updated, renewed, or provided with additional functions on a regular to very frequent basis. With such a frequency of renewals, an ISI certification, which would require an audit each time, would exceed the workload. Most products of the IT-industry are covered, but also other electric products like LEDs and audio devices. The list of products eligible for registration is constantly being expanded, as are other areas.

When was the BIS CRS registration mode for BIS registration established in India?

The Compulsory Registration Scheme was published by the Indian Ministry of Electronics and Information Technology (MeitY) (formerly the Department of Electronics and Information Technology (DeitY)) in 2012 and last updated in 2018 (status 2020).

ARAI (Automotive Research Association of India)

The Automotive Research Association of India, abbreviated “ARAI”, is one of the leading authorities for the certification of automotive components in India according to AIS (Automotive Industry Standards). The authority offers the ARAI certification.

Apart from this ARAI certification tests on automotive components and audits for AIS certification and BIS certification are conducted. ARAI is also involved in the development of new standards and procedures.

In accordance with the Central Motor Vehicle Rules (CMVR) – Rule No. 126, ARAI has accreditations for all approvals of vehicles and their components. It is also competent to conduct tests on wheels, tyres, and glass for BIS certification for the Bureau of Indian Standards (BIS).

Established in 1966, the authority is affiliated to the Ministry of Heavy Industries. In addition to its certification and product testing tasks, ARAI also has a research centre and holds various other accreditations from NABL (National Accreditation Board for Testing and Calibration Laboratories, ISO/IEC 17025).

CCoE (Chief Controller of Explosives, PESO)

Chief Controller of Explosives, CCoE for short, is the official title of the head of the authority of PESO, which issues the PESO certification of the same name. PESO is a state institution that implements national laws and is divided into individual offices.
Since the CCoE is responsible for issuing all certificates, the certification was often called CCoE certification in the past. Since 2010, the certificates officially bear the name of the authority, the Petroleum and Explosives Safety Organization, or PESO.

So are PESO and CCoE synonymous?

So PESO describes the authority, but CCoE describes the working title of the chairman of that authority. Thus, both terms refer to the same authority. Since the CCoE is ultimately responsible for issuing the certificates, the terms are synonymous with reference to certification in practice. Nevertheless, it is correct to speak of a “PESO certificate” and only secondarily of a “CCoE approval”.
